Lifting of weekend entry restrictions at Lucky Plaza and Peninsula Plaza

Singapore, 9 April 2021 – The Singapore Tourism Board (STB) and Enterprise Singapore (ESG) will lift the weekend entry restrictions to Lucky Plaza and Peninsula Plaza with effect from Saturday, 10 April 2021, following improvements in the crowding situation at both malls.
STB and ESG worked closely with the operators of both malls to implement odd-even entry restrictions on 29 August 2020, based on the last digit of the identification number for each visitor. This was to ensure better crowd management and the safety of visitors and businesses during peak periods, when persistent crowding and long queues were observed at the two high-traffic malls.
Over the last few months, the following improvements have been observed at both malls during the peak periods on weekends:
Better queue management along the thoroughfare of Lucky Plaza with no disruption to pedestrian flow.
Better management of pedestrian traffic around the perimeter of Peninsula Plaza, with additional efforts by the mall operator to redesign and improve the queue system at entry points.
Reduced crowds around the mall perimeters and within both malls as a result of mall operators’ efforts to prevent congregation.
Both malls have also demonstrated greater compliance with Safe Management Measures (SMMs). For instance, the number of composition fines issued to businesses and individuals have decreased by 70 per cent, compared to before the implementation of the entry restrictions.
While entry restrictions have been lifted, visitors are strongly advised not to rush to these malls immediately, or to visit during peak hours. To avoid a longer waiting time to enter the malls, patrons should plan their visits during weekdays or non-peak periods on weekends.
STB and ESG will continue to work closely with the mall operators and relevant agencies to ensure that all prevailing SMMs are strictly implemented. We will also closely monitor the crowd situation at both malls and will reimpose entry restrictions if necessary.
Businesses and individuals need to play their part
Even as restrictions are eased for economic and community activities, businesses and individuals must remain vigilant and adhere to all prevailing SMMs.
Government agencies will continue to step up enforcement checks to ensure that SMMs are properly implemented. Under the COVID-19 (Temporary Measures) Act, first-time offenders will face a fine of up to $10,000, imprisonment of up to six months, or both. Subsequent offences may face a fine of up to $20,000, imprisonment of up to twelve months, or both.
Businesses that do not comply with SMMs may also be ineligible for government grants, loans, tax rebates and other assistance.
Members of the public are also reminded to comply with SMMs at all times, even for those who are vaccinated against COVID-19.
