About the Tourist Guides Industry

As Singapore's tourism landscape evolves, tourist guides must adapt to offer a more differentiated experience to visitors. Singapore Tourism Board (STB) collaborates with the industry to enhance guiding capabilities while ensuring the regulations remain relevant. We support tourist guides in delivering bespoke experiences that define a world-class destination through:

• Identifying training opportunities to raise tourist guide capabilities.

• Ensuring the licensing regime for tourist guides remains relevant to the evolving tourism industry.

• Upholding the tourist guide legislation under Part 3A of the STB Tourism Board Act 1963 and Singapore Tourism (Tourist Guides) Regulations 2014. Any person who contravenes the tourist guide legislation shall be liable to one or more of the following penalties:

  • Administrative Financial Penalty up to S$1,000.

  • Licence suspension or revocation.

  • Composition at a sum not more than half the maximum fine prescribed for the offence or S$2,000, whichever is lower.

  • Court fine.

Guidelines for Platform Operators

Platform operators who intend to list services relating to tours, travel, or guiding services should first conduct due diligence checks to ensure that the necessary Travel Agent and Tourist Guide licence requirements are met.
